What does this PR do?

  • Updates included ActionScheduler to 2.2.5.
  • Note: this also updates the minimum PHP version to 5.6.20, which is the minimum WordPress-supported version. It does this here because otherwise the composer install for developers (which includes WP) doesn't work.

How do I test this PR?

  • Set up a scheduled task. Make sure it runs as it should.
