Add new section to the footer for all pages to feature web monetization. It should follow the existing style guide. Final design is on the Dev Handoff page in Figma.

Copy: "This website supports Web Monetization. Read more about our implementation"

"Read more" links to here, to the WM landing page. (This page might still be private and needs to be made public.)
