Description
This PR adds
Observabletraits that each perform an observation task to monitor bridge status.SuiWatchDogthat facilitates runningObservabletasksEthVaultBalanceSuiBridgeStatus, andEthBridgeStatusthat monitors vault balances on eth vault, whether sui bridge is paused and whether eth bridge is paused respectively.Test plan
running locally.
