Update release procedures

Update release procedures on the wiki for all the repositories.

• Be sure to pay close attention to additional steps required only on 1/some of the repos (E.g., building the static files for GUI).
• Include steps for signing tags and release artifacts as necessary
• Include info on building the changelog per repository with https://github.com/github-changelog-generator/github-changelog-generator and update changelog generation script as needed

I'm holding off on signing tags and/or release artifacts. I think we need to brainstorm on how we want to handle that first (if at all) considering that packages are available via PyPI
