A command to run a standalone set of tests is now available through
the command “python setup.py test”. Test for optional dependencies
were split into a different module. Install command also copies
requirements for standalone tests. If there are import errors for
the required dependencies, those errors are no longer masked with
a custom message. Docs updated.
