  1. Switch runner and allow for more run time 

    - Changed gitlab runner to the mom6-account on gaea
- Added gitlab variable MOM6_RUN_JOB_DURATION to control the allowed run
  duration during bad days for the system. Defaults to 15:00 (15 mins)
- Added FC=ftn MPIFC=ftn CC=cc environment vars when invoking make
  in .testing
