Minor changes to prepare for merge
 Minor update in microphysics to lower the supersat. threshold at which it allows droplet nucleation at low temperature (T < -36C). This alleviates rare high supersaturation in very deep strong (supercell) updrafts.

@SamuelTrahanNOAA @hu5970 Sam, there are a lot of structural changes in this PR, but the changes from my previous PR in RRFS_dev branch are merged in correctly. The module_mp_thompson.F will need to be changed from Ming's branch.
