What does this PR do ?

Fix ModuleNotFoundError: No module named 'group_norm_cuda' error for Apex when building Dockerfile from main.

Jenkins CI

To run Jenkins, a NeMo User with write access must comment jenkins on the PR.

I reproduce this error and I'm trying a build right now. Can you update the Apex install instructions in https://github.com/NVIDIA/NeMo/blob/main/README.rst with this change?

This bug was exposed in #8734, which made the LLM submodules import Stable Diffusion submodules.
