Fix tests, postgresql wasn't working
To use it run docker-compose run next. This commit also removed the docker-compose run ckan option as there is no ckan service anymore, this has been renamed latest to reflect what it runs against.
Add ckantest:next as a test target option
This is an important test as it is something that works on CKAN 2.9 but not on CKAN 2.10.

Add tests that work on CKAN 2.9 but break on 2.10
They weren't working and weren't covering the various new bits added when CKAN 2.10 is in use.
