This PR covers:

  • upgradability and ACL methods to NearBridge and NearProver contracts.
  • a gas used test for NearBridge methods.
  • tasks to transfer ownership, propose upgrade via gnosis safe.
  • CLI to deploy near bridge proxy.
  • Previous tests fixes and some new tests
