[backport release-22.05] apple_sdk_11_0: make available for use on x86_64-darwin

Description of changes

This is a backport of #176661 for #191885 to allow the update to work on Darwin due to needing Go 1.18.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 22.11 Release Notes (or backporting 22.05 Release notes)

  • (Module addition) Added a release notes entry if adding a new NixOS module

This allows me to successfully build #191885 on macos 10.15 once go_1_18 has been adjusted to build with it.
