zammad: 6.2.0 -> 6.3.1

This also fixes the build with the current version of Ruby.

Description of changes

The previous Zammad package does not build with the current Ruby version; by updating to 6.3.1, we also take in a newer version of the Ruby pg module.

A significant change is that Zammad removed support for the nulldb adapter, so the build process now needs to run a local Postgres server.
