I can't see why my changes would stop the tests running, they are failing with this error: It seems this is an intermittent error - reran manually. |

This PR includes adds minimal README.md and CONTRIBUTING.md files, as well as making some minor changes to tool configuration to ignore line endings in git arising from Windows and running Ruff formatting on Save in Visual Code
