Base URL and application URL

Note: My primary concern is the baseurl

Is there a way to set these via arguments like --host

--baseurl=/my/path

and

--appurl=myurl.com

or is there a way to set these via the api.

So far it seems i have to install, run, set and restart.

i would like to avoid this so i can i script my install.
