Why are my module resources returning 404 when referenced from a nuget package?

I'm adding resources in my module:

in startup.cs
services.AddTransient<IConfigureOptions<ResourceManagementOptions>, ResourceManagementOptionsConfiguration>();

the class:

    public class ResourceManagementOptionsConfiguration : IConfigureOptions<ResourceManagementOptions>
    {
        private static readonly ResourceManifest _manifest;

        static ResourceManagementOptionsConfiguration()
        {
            _manifest = new ResourceManifest();

            _manifest
                .DefineScript("sql-formatter")
                .SetUrl("~/SqlQueryTaskModule/Scripts/sql-formatter.js");
        }
        public void Configure(ResourceManagementOptions options)
        {
            options.ResourceManifests.Add(_manifest);
        }
    }

When I test the project locally, by referencing the module project, the resources load. However, when I reference it from a nuget packge, it doesn't load, what am I doing wrongly?

The path is case sensitive
