[FEATURE] Rendering of scalar and vector datasets of mesh layers #6

Rudimentary support for rendering of scalar and vector datasets for mesh layers.
The goal of this PR is to allow to have at least something usable for QGIS 3.2 regarding mesh layers.
No GUI support added, the datasets must be added and styled via Python API. For example

Reading and processing scalar (e.g. water depth) and vector (e.g.
velocity) data from mesh data providers (e.g. MDAL)
Rudimentary support for rendering of scalar data (e.g. water depth)
on mesh map layers.
Rudimentary support of rendering of vector data (e.g. velocity) on mesh map layers.
Rendering can be adjusted by QgsMeshRenderer*Settings. Only in Python
API, no GUI widgets for styling present.

No need to mark these methods as SIP_FACTORY - we are returning by value, not a new pointer

Can we merge datasetHasScalarData(), datasetIsOnVertices(), datasetMetadata(), datasetIsValid() into one function?

I would suggest to have one method datasetMetadata() that returns QgsMeshDatasetMetadata which would be a class with methods hasScalarData(), isOnVertices(), isValid() and extraOptions().

I think here we should also convert from millimeters to pixels? otherwise the scaling will be to pixels...

don't think so, this is just a factor to multiply the magnitude, no units
