Fix filter on Proxy pallet to allow all extrinsics if ProxyType::Any

There is a filter on ProxyType::Any to remove the ability to do anything. This changes it to the intended purpose, to allow any.

This was changed to false on 9/12/21 in this commit:
9c18e2b

It should be set to true as the intent of ProxyType::Any is to allow all.

It can be seen set to any in other chain implementations:
