GitHub recently changed the issue templates [1]. The existing template doesn't show in the Insights->Community link because of this new directory structure GitHub has now. [1] https://help.github.com/articles/about-issue-and-pull-request-templates/#issue-templates

GitHub recently changed the issue templates [1]. The existing template doesn't show in the Insights->Community link because of this new directory structure GitHub has now.
With this change, GitHub will now display an option to the user opening the Issue whether to file a
bug or a feature request. That way, admins don't have to manually triage bugs vs. features.
