This fix looks correct and will maintain compatibility with qiskit < 0.45 while also supporting the singleton gate usage. The other place there will be a potential issue with qiskit 0.45 is on reading qpy. Since the provider package's qpy fork lags behind the upstream qiskit. The easy fix for that is to just not fork (or not use the fork) for reading qpy as the fork is only needed for writing qpy, not reading.

By default these passes will only schedule qubits which are active. This is a change in behavior from before where the previous default is all qubits were scheduled. This was undesireable because it's adding uneceesary instructions to the job payload which will need to be processed which are effectively a no-op. The only real use case for adding delays to idle wires is visualization, so it's left as an option to re-enable the previous default. The support for singleton gates in Qiskit (see Qiskit/qiskit#10314) does not allow to set some attributes to a gate, like duration. This PR considers that situation.
