Remove admin user controls from everything but the admin panel

I think it is too easy to accidentally make a user an admin, delete, deactivate and edit a user. These options should only be available in the administration section, rather than being displayed when an admin tries to view users info, or call them.

Set as owner, moderator, remove from room and mute should be left as they are on rooms, as this is room specific.
