Download dist.zip and unarchive its contents to the root of SD card, so that you have a 3dscii folder in the root directory
Download the latest 3dscii-3dsx.zip or 3dscii.cia release, and install it your preferred way

Short version (for now):
Long-touch Buttons to see Hints, L/R Bumper to Switch Screens, Left Stick to Scroll, DPad Left/Right to Undo/Redo, Start/Select to enter menu
You can use this tool to export your .3dscii files to PNG
Built-in export coming someday...
3DSCII shares the formats of Palettes and Charsets with Playscii
This repository's playscii folder contains in_3dscii.py and out_3dscii.py files, which you can put into the Playscii's formats folder to use its Import and Export (not yet) options with .3dscii files
