Confirmed! The fix linked above solves the issue. Closing as duplicate.

Relates to #13444, ScoopInstaller/Scoop#6040 (comment).

With scoop v0.5.0+:

scoop bucket add versions
scoop install versions/innounp-unicode

and retry update/installation.
