Update MLflow in MLFLOW_SERVER

What this PR does / why we need it:
Update MLflow to >=1.10.0 on the MLFLOW_SERVER pre-packaged server to make it compatible with the latest changes on the library to log models.

Which issue(s) this PR fixes:

Fixes #2213
