This creates the top-level categories for DCFY and associates them with their subcategories. The subcategories were all created previously, so this only has to take care of creating top-level categories.
Also, this lumps in a separate request to rename the "Mentoring" category to "Mentorship".
This follows the same spreadsheet as the previous migration, https://docs.google.com/spreadsheets/d/1rCvcITtUdmjOz3IzjNClbgY4UO53xGV8ix7oeeXDtKc/edit?gid=688234094#gid=688234094, though it includes some fixes some category names that mismatched the actual database values.
