[Enhancement] Use Role and Rolebinding instead when operator watches a specified namespace

Description

When operator is limited to watches a single namespace, We can remove the clusterrole and clusterrolebinding, and use role and rolebinding instead.

  file of starrocks chart.
• In scripts directory, run bash create-parent-chart-values.sh to update the values.yaml file of the parent
  chart( kube-starrocks chart).
