Create translator to/from Tabroom

Tabroom is a National Speech & Debate initiative for online tournament tabbing and circuit administration, with an XML-based interchange format to go between it and closely-related Tabroom on PC ("TRPC") and Computer Assisted Tabulation ("CAT").

Its format, basically a relational database in XML; has are multiple "stages" of XML for the stage of a tournament, such as registration or results, but the results format also contains details that would be found in the registration stage.

A rough schema and some example XML files are available in their repo: TimothyGu/tabroom. The development of Tabroom has become closed since.

Translators between it and this format could be created.
