情况1：SVN代码库采用【USERNAME_PASSWORD】凭证时，定时触发在检查代码库最新版本时，会额外调用会话接口，导致svn代码库权限校验失败

情况2：SVN代码库采用【TOKEN_USERNAME_PASSWORD/TOKEN_SSH_PRIVATEKEY】凭证时，定时触发在检查代码库最新版本时，凭证信息获取异常，应该获取凭证中的【USERNAME和PASSWORD】或【SSH_PRIVATEKEY和PASSPHRASE】

问题类: com.tencent.devops.process.service.scm.ScmProxyService
