  1. 作业强制终止操作后，”重试并继续“操作无效
    原因：重试逻辑判断问题，需要支持STOP_SUCCESS状态的作业的重试

  2. “强制终止”之后，终止不掉的job，页面上没有“跳过”按钮
    没有更新步骤状态为stopping，导致页面上不会出现“跳过”按钮
