Infrastructural love

[Zarthus]

There's a bunch of things behind the 8ball here, just to name a few:

• Actions workflow is still using Node 14 (LTS EOL'd a month ago)
  • see also GitHub Actions: Deprecating save-state and set-output commands #2176
• Hugo version seems 30 minor revisions behind
• Dependencies are unmaintained

There's a bunch of work that can be done here, I'll try to periodically take some stabs at it.
