Merge the current separate jobs for checking permissions for each wiki into one. Add log entries for automatic permission changes, performed using the System pseudo-user.

Merge the current separate jobs for checking permissions for each wiki
into one. Add log entries for automatic permission changes, performed
using the System pseudo-user.
This is in preparation for #361 which will need these features to
perform periodic refreshes.
