kedro-action now uses kedro-static-viz

• command output is suppressed unless verbose mode is on
• kedro-static-viz is used to create a kedro-viz that is statically deployable
• all commands are logged to the logs directory
• If given a GitHub Personal Access Token kedro action will commit viz, docs, test results, and logs to a kedro-action branch
