As pointed out by @rossberg in #21. This allows an unsupporting text-format parser to easily skip over them. It also gives a nice clean separation between what's core and what's Web IDL Bindings.
(As discussed, this PR also contains a cset to remove some accidentally-merged files so that they can get a proper PR and review.)
