[RNMobile] Enable Pullquote block

Description

Gutenberg mobile PR: wordpress-mobile/gutenberg-mobile#2189

Fixes: wordpress-mobile/gutenberg-mobile#1854

• Enabled Pullquote block on mobile by removing the dev flag
• Removed the settings toggle from Pullquote block until we have color support as suggested in this comment

Known issues:

• Quote placeholder is not visible on Android. Created a separate issue: Quote block placeholder is not visible wordpress-mobile/gutenberg-mobile#1970

How has this been tested?

1. Add Pullquote block from inserter menu
2. Type quote
3. If you leave citation empty and de-select the block, citation should be hidden.
4. Select again type citation
5. Switch dark mode on/off and check UI
6. Preview the page
