Support for RHEL8

Facing compilation issues for below packages on RHEL8 with Perl version 5.26.3. So upgraded to latest stable versions.

1. aspell to 0.60.8
2. Net-Snmp to 5.8
3. memcached to 1.6.5
4. Net-Server to 2.009
5. IO-Socket-SSL to 2.068
6. Compress-Raw-Bzip2 to 2.093
7. Compress-Raw-Zlib to 2.093
8. IO-Compress to 2.093
9. List-MoreUtils to 0.428
10. Carp-Clan to 6.08
11. DBD-mysql to 4.043

The below packages are already latest versions, so added patch to resolve compilation issues.
