Update default behavior to NOT attempt to create/enable the Pages site since
GITHUB_TOKENis no longer allowed to do that for security reasons. 🛡️Although this is a bug fix in most ways, it is also a breaking change in that it could adversely affect users who provided a user-to-server token or privileged server-to-server token for the
github_tokeninput parameter (instead of using the defaultGITHUB_TOKENvalue) but also relied on theenablement: 'true'default value. As such, we should release this as a major version bump.
