Promote new hotspot and langtools target to levels with regular testing #5424

When considered stable, new langtools target (see: #5353) and hotspot targets (see: #5367) should be promoted from dev level to level where they are regularly ran. (e.g. sanity, extended).

My current plan is following:

target level
langtools_all sanity
hotspot_gc extended
hotspot_runtime extended
hotspot_serviceability extended
