Although this is the case for Ansible 2.10.6, the problem may have no occur with earlier versions of ansible (and may be why I didn't see this issue when setting up machines for #1932 ). This is the formatting suggested in the documentation (https://docs.ansible.com/ansible/latest/collections/ansible/windows/win_user_module.html#examples) so I doubt it would be an issue for earlier versions of Ansible.
