Part of #257

The zig_configure* family of rules can now transition on the Zig SDK version.

  • feat: Support Zig SDK version transitions
  • Add a development version of Zig 0.11 for testing
  • Update generated files
  • e2e test Zig version transition
  • TMP test against 0.11.0-dev version
  • remove dead code
  • Remove old smoke and version test
  • Test version transition on zig_test
  • TMP zig_configure_test on dev version
  • Revert "TMP zig_configure_test on dev version"
  • Revert "TMP test against 0.11.0-dev version"
  • Revert "Add a development version of Zig 0.11 for testing"
