Create a composite workflow for the actual CI pipeline and simplify the CI matrix by defining separate jobs for separate main parameter axes.

  • Factor out GitHub CI into composite workflow
  • Consistent Matrix parameter spelling
  • Load Zig versions into GH workflow
  • Dedicated axis for Bazel versions
  • Dedicated Zig version tests
  • Dedicated integration tests
  • Avoid duplicate Bazel and Zig latest version test
  • all tests depends on zig versions
