Replace the old-syle create_restart methods with utility functions returning builders

Add these builders and deprecate the old methods:

• builder for NEB
• builder for PW + CP
• builder for PH
• Use the methods implemented in Implement the get_options method for JobCalculation aiida-core#1961 and Implement method for JobCalculation to create a restart builder  aiida-core#1962, e.g. here:
