remove unnecessary upper bound on python requirement
kinda pedantic since there is no prospect of a python 4.0: makes this package ever so slighly easier to install from other poetry projects whose own
pythonis set without an upper bound(from its next release poetry will default to
>=here python-poetry/poetry#9558)
