Kodi addon to launch RetroArch menu

Pre-requisites

Kodi must be compiled with webserver support (-DENABLE_MICROHTTPD=ON)
Kodi must be configured with the following settings:
- Settings/Services -> Control -> Allow remote control via HTTP: Yes
- Settings/Services -> Control -> Require authentication: No
- Settings/Services -> Control -> Allow remote control from applications on this system: Yes
