This is the only way to edit the documentation.
This closes aligns with Ansible docs.

Proposes a new layout that follows the same layout as the good work in https://docs.ansible.com/ansible/latest/index.html. Also adds a tox managed "live reload" environment for quick-as-you-can-blink docs hacking and refreshing (the only way to edit docs, we need this). Some of the pages are placeholders and others need to be merged, but that is to come in further work.
