The PR is likely OK to be merged with just subset of tests for default Python and Database versions without running the full matrix of tests, because it does not modify the core of Airflow. If the committers decide that the full tests matrix is needed, they will add the label 'full tests needed'. Then you should rebase to the latest master or amend the last commit of the PR, and push it with --force-with-lease. |

I have extracted the documentation from README.md to a separate package to make it easier for us to publish it on the site. This will also facilitate our documentation development as we have several files and not just one file. Previously, contributors didn't always add documentation to avoid cluttering the README.md file, which was already getting very long.'
For now, I have limited the changes I made to the content to make sure everything was moved, but in the following PR, we should update the content a bit more, eg decide how we will build the "Parameters" section.
