The actual work is done in microsoft/vcpkg#17975; this PR just adds a copy of the arrow version 4.0.0 vcpkg port files under dev/tasks/vcpkg-port.

Probably not, but I do think it makes sense to keep the port files in the arrow repo. I will open another PR once the 9.0.0 bump in vcpkg is done.

I think that we can close this pull request.
If we need a nightly job for vcpkg like Homebrew's one, we can rework this based on the latest vcpkg arrow port as @assignUser said.
