[MNG-8159] Fix search for topDirectory when using -f / --file

Following this checklist to help us incorporate your

I also had a problem with quotes on windows with mvnd 1.0.0 yesterday, but I'm not sure it was related to the -f option. I think it was related to JAVA_HOME...
