Fixed #13648
The problem is that when LIBCXXTOOLCHAIN is enabled, LIBCXXMINI is included in the compilation. This causes a conflict between the void* operator new in the toolchain and the LIBCXXMINI.
When LIBCXXTOOLCHAIN is enabled in the configuration, the version provided by the toolchain should be used.
