Disable the implementation of Etcd during the build of ShardingSphere Proxy Native

Changes proposed in this pull request:

• Disable the implementation of Etcd during the build of ShardingSphere Proxy Native. Refer to Make ShardingSphere Proxy in GraalVM Native Image form available #21347 (comment).
• In Use grpc-all in dependency #28099, the introduction of io.grpc:grpc-netty-shaded:1.51.0 lacks the corresponding GraalVM Reachability Metadata, but GraalVM Team does not finish discussing whether GraalVM Reachability Metadata should be collected for shaded packages. As a temporary measure, related submodules are disabled during the build of Native Image. Refer to Native image generation fails when adding a dependency with io.micronaut.gcp:micronaut-gcp-tracing  micronaut-projects/micronaut-gcp#532 .
