docs: add checkout tagged release instructions to docs #11122

SUMMARY

For new users "trying" Superset, it seems we would want to point them to a "stable" release instead of running on master. We could point them to checkout the latest tag for the best experience. Do we want to be clear that development should branch from master? Thoughts on the best wording?

Some required tests won't run, as per: #10949. We'll need to wait until that issue is fixed before we can move forward with any doc updates.
