The general "committers" repo has various resource for committers (for example, the "donated-licenses" directory): https://svn.apache.org/repos/private/committers
Participation in Apache Community Development <https://community.apache.org/committers/> is strongly encouraged. If interested, subscribe to [email protected] <https://lists.apache.org/[email protected]> to keep track of what the community is doing.
